Eccentric increases the bearer's Special Attack stat by 50%, but lowers the accuracy of their Special moves by 20%.
Outside of battle[]
If a Pokémon with Eccentric is leading the party, the chance of encountering a higher-leveled wild Pokémon is increased by 50%.
